“Outdoors, he could be glimpsed walking the streets head down, never engaging a soul, his ever-present Norfolk jacket and knickerbocker trousers accentuating his air of the antique. But inside his City Hall office there was no doubt about his authority, the heart of which was the power of eviction: he could bar any man from entering the federal reservation – for a day, a week, a lifetime – and consequently deprive him of his job at the dam.” Page 251
In Real Life:
I don’t know about you, but Sims Ely, the City Manager described in Colossus, scares me. I wouldn’t want to end up in trouble in his office in Boulder City. At the time he was in charge – his office was in City Hall. Now though, the City Hall building is the Police Department. When I figured that out, I thought it was only fitting. Ely might as well have set up shop at the police station – what with the way he dispersed justice in and around town. The new City Hall is across the street in the old Elementary School.
